David Harrison McIntyre
Professional Biography

Dr. Dave McIntyre is a nationally recognized strategist, analyst and teacher specializing in national and homeland security. For more than 20 years his focus has been why some nations succeed, why some fail, and how to craft national strategies for success. Both government and private industry call on him as an expert in national issues.

Dave is a 30 year Army veteran. About half his career was spent in operational assignments, both in the US and overseas, and half was focused on writing and teaching strategy.  His approach included integrating all elements of national power – Economic, Diplomatic, Military, and Information – across government bureaucracies to achieve strategic goals. Unique in this field of study has been Dave’s emphasis on the domestic health of a nation as an aspect of its national power.

Dr. McIntyre was appointed a member of the National Security Education Board by President Bush in June 2008, and subsequently confirmed by the US Senate. He serves on the National Board of Directors of the InfraGard National Members Alliance, a public-private partnership with the FBI. He was a senior advisor to the congressional Commission on the Prevention of Weapons of Mass Destruction, Proliferation and Terrorism.  He has also been Academic Advisor to the University and Colleges Committee of the International Association of Emergency Managers, and on the Steering Committee of the Homeland Security / Defense Educational Consortium Association, which includes more than 150 universities.

From 2004 to 2009, Dr. McIntyre Directed the Integrative Center for Homeland Security at Texas A&M University, and the graduate program in Homeland Security at the Bush School of Government and Public Service, where he taught courses in homeland security fundamentals and terrorism.  During this time, he was called on as an expert more than 400 time, both within our nation and overseas – especially on terrorism. He hosted two weekly radio programs.  Homeland Security Inside and Out interviewed more than 900 national and international guests during its nearly four year run, and was broadcast in Washington DC and central Texas.  The weekly commentary program Just a Minute for Homeland Security was also broadcast for four years.  He also hosted the YouTube video program Bring it Home on national and international issues.  And he directed TAMU’s educational contribution to the Department of Homeland Security Border Center of Excellence.

Between 2001 and 2003, Dr. McIntyre served as Deputy Director of the ANSER Institute for Homeland Security, the nation’s only think tank focused solely on homeland security. In 2001 Dr. McIntyre retired from the U.S. military as the Dean of Faculty at the National War College. Before that he served in the Office of the Army Chief of Staff, and as the speechwriter for the Commander of all US forces in the Asia-Pacific region. He taught English as a faculty member at West Point. He was airborne, ranger, and jumpmaster qualified, and served in airborne and reconnaissance units. During his career, he led or participated in delegations to more than two dozen countries.
